dc.description.abstractThis research presents a study on performance on time and cost overruns on public road construction projects following establishment of Tanzania National Roads Agency (TANROADS). Major problems during project implementation are inability to complete projects in time and within the original budget. In efforts to address the problem, Tanzania National Roads Agency was established to face such challenges. This study, aimed at revealing achievements reached so far in public road construction projects. Four research questions were set in order to identify significance of each in contributing to time and cost overruns on projects undertaken by TANROADS. The study was conducted at three TANROADS regional offices in Arusha, Kilimanjaro and Mannyara regions. Research findings revealed that there have been significant improvements on project completion within planned time and budgeted cost for projects undertaken after establishment of TANROADS compared to projects implemented by then under the Ministry of Works. The study also revealed important factors contributing to projects time and cost overruns such as fluctuations in materials in terms of quality and cost; fluctuations in labor including plant costs; construction delays (associated with time overruns); inadequate planning; inadequate design of projects; unforeseen circumstances due to third parties and variation orders issued by clients.en_US
