The role of water vendors in the provision of water supply services in Dar es salaam City: the case of Kinondoni Municipality

Abstract
Dar Es Salaam is one of the largest cities in Africa, whose people (estimated to be >4.5m) are denied water services. Opere (2010) reported that, the majority of its people, about 70% are either underserviced or unserviced at all. Opere also found that, it is one of the cities where alternative water service providers, vendors are rampant as a result of failure of the operational water utility (DAWASCO) to meet the current city’s water demand (estimated to be >400,000m3/day). As evidenced by Kjellen (2006) when she said “water vending is now often taken as a symptom of a failure in the piped systems offered by the public utilities”. This study aimed at finding out what “role” exactly does the water vendors played in their effort of filling the said gap of those who are denied services. Kinondoni municipality was selected as the case study area; 9 wards (out of 32 total) with the worst water crisis situations are taken, namely; Makurumla, Mburahati, Mwabepande, Mwananyamala, Kwembe, Kimara, Mbezi Louis, Goba, and Makongo respectively. The study area has a population and household profile of 531,151 people and 118,035 households respectively. Results showed that, both pushcarts and truck vendors contribute about 34.42% (39,545m3/d of quantity of water daily) in Water Demand Management (WDM) to study area. Also, SERVQUAL model (Parasuraman et al., 1985) was used to determine the Level of Service Quality (LSQ) and Service Level Index (SLI). Results showed LSQ of -0.1813 and SLI of 0.7585 (or 75.85 %) respectively. Parasuraman further showed that, when SQ gap (LSQ) is negative, it implicates improvements are needed.
