dc.description.abstractThe suggestions in this note and the papers which accompany it were presented to the National Land use planning commission or which the author is a member, at its first meeting in Dar es Salaam on 18th February 1906.The material is presented to the Workshop on the authority of the Director General of the commission on the plear understanding that the views expressed are those of the author and are not necessarily shared by the commission.The history of the establishment, of the Ngorongoro conservation is well known. Arising from the conflict between the interests of the Serengeti National Park and the masaai pastoralists resident therein, and following heated controversy and the establishment of a commission of enquiry the Tanganyika Government decided to remove the Ngorongoro Highlands anti the Eastern Serengeti from the National Park, whilst the Maasai resident in the Western Serengeti were persuaded to give of their rights and move to the east.They were to be compensated by improved water supplies, a promise which it proved impossible to fulfill, whilst the Park was compensated by the Northern Extension an area roughly equal in area to the lost land to the East. To ensure the adequate administration of the Ngorongoro area an ordinance was enacted which established Ngorongoro Conservation Authority a body consisting of four junior Government officials, four Maasai, presided over by a district officer to administer the area. It soon become apparent that such an authority, was completely ineffective so it was substituted by a conservation unit headed by a conservator, which was in effect a minor department of government directly under the Minister.
