dc.description.abstract | Construction industry is one of major sectors in Tanzanian Economy. Despite its importance, the industry faces number of challenges which include cost and time overruns. Experience reveals that one of the causes of these challenges is that bidders are awarded contract at low bid prices. Therefore the main objective of the study is to establish factors influencing low pricing of bids in Construction industry in the context of Tanzania. The study was conducted in Dar es Salaam by using questionnaires to contractors and consultants and interviews to selected clients and regulatory bodies. The key findings of the study have revealed that there are various factors that influence low bids in the Tanzanian construction industry. However, the main factor is that evaluation criteria favour those bidders who have offered low prices. Other factors include, high level of competition; fear of not winning the bid among bidders, small number of work at hand among bidders as well as corruption practices. It has finally been revealed from the study that in order to improve or alleviate the current situation of low bids in the construction industry, review of evaluation criteria where technical competence must be given significant more weight as compared to financial for instance at a ratio of 95:5. Also formulation of law which prohibit a procuring entity to offer a contract below certain margin say 25% below pre-bid estimates should not be overemphasized. | en_US |
