Abstract
The importance of having well performing public institutions including government departments is a key to the development and growth of any country including ours. The move by the government to establish public Agencies was meant to improve efficiency, productivity and accountability in the public sector. Perhaps one may wonder if these Agencies’ performance is in line with the Government expectations. The objective of this study was to establish the performance levels of public Agencies and propose strategies that can be adopted to improve their performance. The study focused on one public Agency known as TEMESA. The study used a questionnaire approach in collecting data and developed a performance improvement framework that was used to formulate strategies for improving performance of TEMESA. The development of the framework was inspired by the philosophy of Total Quality Management and a systemic technique known as Strategic Assumption Surfacing and Testing. The study has concluded that low performance of public Agencies is caused by a number of factors including low accountability, low employee morale, shortage of funding, unrealistic pricing, poor management, and improper financial control. The consequence of all these is poor quality of services to the public accompanied by low public trust. These factors also make public Agencies to be inefficient and thus defying the purpose for their establishment. The study recommends that Public Agencies must embark on the implementation of Quality Improvement programmes, strengthen responsibility and accountability among all ranks, introduce incentive schemes aimed at improving performance and effectiveness and adopt a competitive pricing system for its services.
