Abstract
This study inquired into the implementation of Women and Gender Development Policy of 2000 among selected private, secondary schools in Kinondoni Municipality in Dar es Salaam Region. The study intended specifically to examine awareness of Women and Gender Development Policy to students and staff, together with integration of the policy in staff recruitment, students' enrolment and leadership and also the challenges encountered in implementing the policy. The theoretical framework for this study is derived from Liberal and Radical feminist theories. The study employed quantitative and qualitative research approaches, with a modified mixed methods design. Primary data were collected using Interviews, Questionnaire and Focus Group Discussions. A total of 115 respondents were selected through random and purposive sampling, of which comprised of 84 students, 20 teachers,4 heads of schools, 4 board members and 3 officials from Tanzania Institute of Education (TIE) who participated in the study. Results from this study revealed that Women and Gender Development Policy (2000) has not been implemented in the selected schools because most respondents are unaware of the gender policy, and to a large extent it is not integrated in the private secondary school curriculum. Nevertheless, the challenge for recognition of women and gender development policy was a result of poor policy dissemination by the Government. The study found that, there is no Government initiative to ensure this policy's implementation in private secondary schools despite the establishment of National Strategy for Gender Development of 2005. Indeed, there should be a planned process of policy implementation that addresses cultural and traditional malpractices, which influence gender disparities. Therefore, the study recommends that the government should create mechanisms for supporting and ensuring this policy's implementation in all sectors and institutions, secondary schools inclusive.
