Abstract
Just like any other developing country, the construction industry in Uganda faces a However, number of challenges which include health and safety related problems among others. In Uganda until now, less has been done to ensure the use of a systematic approach in controlling and managing health and safety related issues on construction sites. The researcher was prompted to carry occurrence of this study following the frequent accidents on construction sites in the past ten years in Uganda that have claimed lives and left many injured and disabled. This dissertation analyses the current health and safety management system used by contractors in Uganda and proposes a Framework for Contractors' Occupational Health and Safety in Uganda. The dissertation used archive data and questionnaire as a guide in establishing the main findings. Using qualitative and quantitative approaches to analyze the data obtained, the research established that most contractors in Uganda; practice good OHS because it is a legal requirement but do not see the financial benefits that can come along with it, consider the use of PPE as enough to handle HS issues, believe it is the responsibility of the consultant to ensure good OHS, have no clear policies and guidelines on managing issues of health and safety. In view of the above, this research established five important steps that need to be followed by contractors as a way of improving OHS. They include setting up OHS policy, organization, planning and setting standards, measuring performance and audit and review. A conceptual framework explaining the aims and contents of these steps was established and recommended for use by contractors as a way of improving their performance.
