dc.description.abstractThe importance of local consultants and contractors in solving water problems in the country is buttressed with the emphasis on the triple P policy that is Public Private Partnership in tackling development issues including water problems. As a consequence, local contractors and consultants are widely involved in the execution of water projects. However, the failure of water related projects undertaken by local contractors and consultants is rampant. The objective of this research was to identify factors that constrain performance of local consultants and contractors in water projects and propose strategies that can help improve their performance. The research was both quantitative and qualitative in nature. Data were collected through survey and about forty one representatives of stakeholders participated in the study. Data collected included factors hindering performance and strategies for improvement of local consultants and contractors in water projects. The study has revealed that factors that constrain local contractors/consultants include financial constraints, lack of managerial and technical skills, and inadequate government support. In order to eliminate these factors the study has proposed a number of strategies including the formulation of a policy that shall compel foreign contractors to partner with local ones, waiving import taxes for equipments and provision of training to local contractors/consultants in financial management. The study recommends among others that the government should create a conducing environment to assist local consultants and contactors to participate in carrying out water projects and hence improve their performance.en_US
