Development of the proposed Electronic Attendance Register (EAR) system was motivated after the observation of rapid increase of student population, programmes as well as activities. Therefore, there is increasing need for improved methods of attendance registration and keeping students’ records, storing and retrieving them for effective administration. Currently, the academic institutions uses paper-based attendance registers, whereby rerecords are kept in books and files. Since, it is difficult to maintain the manual system, records are often been accidentally misplaced hence the administrative information and records get lost. The actual data of the students’ presence in class is needed to allow them sitting for examinations at the end of semester. The student who has less than 75% of the lectures attendance should not be allowed to sit for exam, (this is as per UDSM examination regulations). The aim of this dissertation is to develop an automatic attendance system using fingerprint identification technology. The EAR system implementation involves five stages of the System Development Life Cycle (SDLC): preliminary investigation, analysis, design, implementation and maintenance. Initially, different data needed for software development was collected from various places i.e UCC, DIT, Technobrain Technologies, different websites and from internet for generating the project requirements. Then, designing the GUI using Microsoft Visual Basic.NET and database using Microsoft Access software. Code generated using Microsoft Visual Basic.NET and other tool kit i.e. SDK.NET Framework and DLL for debugging. The system maintenance is on-going activities throughout the system operation.The dissertation results show that the proposed system is highly efficient in enrollment and verification of user fingerprint. This system can be implemented at the UDSM for better results regarding the management of attendance of students. This system will save time, reduce the amount of work the administration has to do. Hence a system with expected results has been developed but there is still some room for improvement
