dc.description.abstractGovernments execute building projects as part of public infrastructure development. These projects have to be undertaken successfully, that is, being properly planned, designed, procured and constructed in accordance with the plans and specifications and have to be completed within the budget and without delay. Building materials are an important input in such projects and have to meet the respective specifications. However, the success of a building project depends on a number of variables one of them is the building materials tender pricing process. This study was aimed at investigating the impact of cost of building materials in public buildings in Tanzania. The key objective of the study was to identify constraints related to pre-tender price estimating, cost of building materials and quality of public building and usage of the Public Procurement Act 2004 (PPA 2004) as it relates to tender procedures to the public building materials in Tanzania. The study has been conducted through literature reviews of the topic related to the tender pricing process, followed by a field survey. Seventy questionnaires were distributed, two to non construction authorities, and sixty eight to public and private construction firms. Two questionnaires were returned by non construction authorities, and sixty two from public and private construction firms. To achieve the objectives, the qualitative content analysis in the descriptive statistical setting was employed to analyse the data. In addition, a quantitative technique was used for measuring costs of the various construction materials in projects. Results revealed that, the cost components for materials into the construction projects are considered to be the main factor affecting the overall project achievement to tendering process with significant impacts on the building materials tender prices. It was further revealed that low cost construction materials can contribute to poor quality of public buildings in Tanzania. Finally, the study uncovered that unclear and ambiguous contracts give room for contracting parties to develop opportunistic behaviour.
