Abstract
Community health fund in Tanzania established since 1995 to improve access of healthcare services delivery among urban and rural population. However, former Community Health Fund encountered challenges that driven the health sector to reform the community based health insurance. Dodoma region selected as a pilot study for implementation of improve Community Health Fund for improvement of healthcare services toward achieve of Universal Health Coverage. Since 2012 of establishment, yet still members’ dropout continued to upsurges. This study aimed to explore factors for high dropout rate in the Community Health Fund in Kondoa district from 2012 – 2016. The qualitative method designed in the study whereby seventy two (72) participants and ten (10) respondents recruited through purposive, convenience and snowball sampling techniques and data collection involved focus group discussion, in-depth interview and document review. Thematic and summative analysis was used in data analysis. The finding of the study has shown that respondents have little knowledge about iCHF. Further, findings indicated that members’ dropout attributed by either individual factors or community factors as well as health system related factors. In conclusion, individual, community and health related factors were significantly associated with dropout of CHF members in Kondoa district. The study recommends that Kondoa district must remain as a fundamental entity to ensure availability of medicine, hospital supplies and laboratory equipment for better performance of CHF. Furthermore, recommends that commitment of healthcare workers, committees, CHF board and leadership must convey efforts to improve CHF in Kondoa district toward attainment of the Universal Health Coverage.
