Abstract
Management of the community on the operation of the rural water supply services is considerd as one of the best options for achieveing sustainability of the water services in rural areas. Most of the development partners are also steering this concept. The 2002 National water policy in Tanzania (NAWAPO, 2002) puts more emphasis on community participation and management of water supply projects. This study on the appropriate water project management towards sstainable performance of rural water supply project based on establishing the management framework for sustainability of rural water supply project. Primary and secondary data were collected from six different community water supply organization (COWSOs), three from Lindi Municipality and other three from Lindi District. The primary data for the study were collected using both structured questionnaires and interview guides. Secondary data were collected through various document reviews. All statistical procedures were conducted using Statistical Package for Social Science (SPSS) version 16.0. Quantitative information obtained from the data collected was subjected to normality test and descriptive statistics analysis. The study found that COWSOs in both Lindi Municipality and Lindi District were partially involved in water project management practices. However, there are some areas in Lindi District the involvement of the community in management practices are better compared to Lindi Municiplaity. Also, the water infrastructures were not in good condiction which increased loss of water through leackages. Interference by the politicians, other village leaders and inability of follow up the asset management skills were the main problems facing water supply projects. The consequence was poor performance and failure of some scheme to deliver the services.
