dc.description.abstractThis study sought to identify the effects of institutional set up, facilities and staffing on construction projects performance in local government authorities for the purpose of improving the performance of construction projects. Many construction projects in LGAs experienced poor performance interms of time, cost and quality. In carrying out the research, three principal methods of data collection were adopted, namely; questionnaire, interviews, and documentation reviews. Differennt stakeholders from Ilala Municipal Council, Contractors who worked with IMC, Consultancy, PMO-RALG Engineers, Dar es Salaam RS Engineer, NCC Official and Road Fund Board Engineer were involved.The study come out with Institution related factors that contribute to poor performance of construction projects in LGAs, the factors were divided into those responsible for projects time overrun, projects cost overrun and projects not achieving scope/quality targets. The results of the investigation revealed that most of these factors are caused by poor Institution set up/organization structure, capacities of LGAs in terms of human resources and facilities. The recommendations from the study in order to improve the performance of constructions projects includes; To form Local Government Roads and Building Agencies, to produce the structure of that agencies which will remove interference by politicians and other top government officials to technical issues, provide adequate facilities, establish material Laboratories in all LGAs for quality control processes, employ adequate technical staff, train technical staff and procurement committees on various skills of competence, provide motivation package to technical staff and provide funds for employment of consultants to design and supervise the works.en_US
