Abstract
In Tanzania there are many on-going and completed building projects implemented by different clients. Unfortunately there are still persistent delays in building projects in construction phase due to unmanaged factors causing delays in implementing building projects. Therefore, the main objective of this study is to establish the factors and their extent in causing persistent delays in implementing building projects in construction phase despite the numerous recommendations to avert the same. Literature review was done in relation to issues of delays, concepts related to delays, the factors causing delays in building projects, previous recommendations made to avert those factors and reasons for the failure of those recommendations. The study was conducted in Dar es Salaam City by using questionnaires to consultants and building contractors, and interviews to clients, building contractors, CRB, NCC, ERB and AQRB for data gathering. Multi-attribute methods and rank correlation tests were used in data analysis. The findings revealed that generic factors causing delays in building projects which occur very frequently in execution of the project were also the ones which applied to most delayed building projects and they were having very high level of influence in causing delays. But the most frequently applied factor to most delayed building projects was delayed payments and the most influential factor in causing delays in building projects was lack of adequate equipments and plants to contractors. It was established that previous recommendations made to avert the factors causing delays in building projects were known by respondents. The most serious reasons causing failure of those previous recommendations were unethical practices done by project participants and inappropriate class registration for some contractors. The extent of delays in building projects ranges from 151 to 200% of the contract duration. In order to control those factors applied in most delayed building projects, clients should do early preparations for the suitable means of financing the projects. Further, contractors are advised to organize themselves and establish regional plant pools for making a reliable source for them to hire plants at affordable costs.
