Abstract
This research is focused on the southern water and sewerage company. The mam objective of this study was to see the potential of adopting area performance contract arrangement to improve its operation. The overall objective was to analyze the existing organization involved in water resources management and their management arrangements leading to effective and sustainable use of water resources. Integrated water resources management is a process of assignment of functions. It includes gathering of information/ analysis of physical and socio-economic processes and decision making related to availability, development and use of water resources. Thus, questionnaires were set to evaluate the existing management strategy and staff members were interviewed to ascertain the feasibility of the strategy in terms of planning, organizing and controlling. Some consumers were interviewed on their perception of the organizations commercialization and its effect on them. Operational indicators for them water utility were used to evaluate the performance of the utility. To analyze the qualitative data, a SWOT analysis was used and a matrix method was used to analyze the quantitative data. It was ably established that SWSC was not performing well with the current management setting and thus area specific performance contracts were recommended.
