This research is about the genesis and advancement of legal and regulatory framework governing public passenger transport in Tanzania. This evolution is examined in three epochs namely: (a) during the colonial era, (b) the post-independent Tanganyika (Tanzania) (1961) and (c) the post Arusha Declaration - a blue print of Tanzania's socialist economy. In examining this evolution, this research focuses on the city of Dar es Salaam as a case study. It has gradually and extensively explored the legal changes in public passenger transport brought by the famous Arusha Declaration and the failure of State owned public passenger carriers, which culminated into the liberalization of the sector in 1983. In that manner it makes a discussion on the role of law in a liberalized urban public transportation. It further examines the current regulatory bodies governing the public passengers' transport sector in Dar es Salaam, painting a true picture of public transport sector in this city and suggesting the way forward. In order to accomplish all what is said above the work has been divided into six chapters. Each chapter contains a comprehensive analysis of the legal framework governing public transport. An overview of analysis and findings of the whole research in terms of both legal and practical technicalities involved, making recommendations and drawing general conclusions are covered in the last chapter.en_US
