dc.description.abstractThis dissertation assessed and identified factors which contribute towards improper implementation of community-based construction projects, particularly construction projects under PEDP and SEDP in Biharamulo and Chato districts in Kagera region. Qualitative and Quantitative data were gathered from 112 out of 151 respondents. Data were collected at Ministry level (MoEVT), district level, school level and community level, using structured interviews, mainly through questionnaire. The study revealed that the technical capacity at district level in terms of project management at lower levels does not suffice. Also, the technical capacity at village level with regard to project performance is very low. The study also revealed that funds allocated by Central Government as counterpart funds are not adequate, especially due to price fluctuation of industrial building materials, and is also delayed (not disbursed to respective schools in time). Political interference, especially towards political posts elections, has also been identified as an obstacle. The research recommends that District Engineers' offices be strengthened to cater for the technical support needed at lower levels. The funds allocation by Central Government should consider geographical locations and be disbursed to LGAs (schools) in time. Also, capacity building to school boards/school committees, village government leaders and political leaders at district and lower levels should be carried out. Further research be conducted at a larger area, especially to include urban area projects, and CBCPs other than PEDP and SEDP, to improve the validity of the results of this research.en_US
