Abstract
Power projects have a tendency of being completed while they have overrun the estimated time. The study sought to assess time management practices causing project delays and consequences of project delays and suggest project time management success factors during determining project time to improve power distribution network construction practices in Tanzania. The study used survey method to collect data from power project stakeholders whereby documentary reports, questionnaires, focus group discussion and physical observation methods were used. The study focused on identifying, grouping, analyzing and ranking practices and factors. Percentage and Relative Importance Index (RII) techniques were adopted. The findings indicated that late procurement of materials; improper project cost estimation and late payments to suppliers/works are three major practices causing project delays. Time overruns, cost overruns and disputes are three major consequences of the project delay. Furthermore, proper planning of financial arrangements, timely procurement of materials use of skills on construction projects are three major success factors revealed for projects completion. The findings revealed that 81.3 percent of power distribution network projects were delayed and percentage of time overrun is 68.2. Recommendations are made for TANESCO to improve project time management practices during initiating, planning, executing, monitoring, controlling and closing the projects, It should enhance joint efforts of project stakeholders, enhance supervision, advocate practices of ex-post evaluation, conduct capacity building training, sort out way leave cases in preliminary stages and use appropriate tools and techniques in project time management.
