Abstract
In rural communities of Kisarawe district, there has been an investment of Sun biofuel project since 2007 intended to improve the performance of the rural communities. There was need to examine the extent of improvement of contributed by Sun-biofuel projects in Kisarawe district. Thus the study sought to find out motivation for rural communities and investors. It also sought to identify procedures used for carrying out the Sun-biofuel project and finding out the benefits accrued from the investment project to rural communities and the investors.The study used qualitative and quantitative methods. The data were collected through observation, questionnaires, and personal interviews. The findings reveal that the project caused violation of land rights of the rural communities, conflicts between the local leaders, the communities and the investors. It also led to falling of farming activities, and rise of cost of living. The findings reveal thatpolitical manipulation, bad governance, absence of strong public policy specifically for biofuel, manipulation of procedures, short speculation, and misconception of underutilized land, poor physical and social infrastructure all led to failure of the project to benefit neither the investor nor the community. The study concludes that formulation of the specific public policy for biofuel investment is crucial for both the country and the Investors if the communities are to benefit.The study recommends; the government should conduct research on political interference in foreign rural investment projects, physical and social infrastructure should be improved, participatory decision making should be observed while workers rights and conditions should be improved.
