Traffic congestion continues to be a major problem in developing countries such as Tanzania. The use of isolated pre-timed control method in controlling and solving the congestion problem has not been successful. This thesis proposes adaptive network traffic control method for use in Dar es Salaam city roads. The adaptive network traffic control system has been modelled and implemented for real time applications after collecting data at road intersections and segments. The developed system was demonstrated in a laboratory setting using the Client Server framework as an Information and Communication Technologies solution for coordinating adaptively unlimited number of vehicles. The modelled system ensures efficient traffic flow by optimisation of travelling time and network infrastructures. For example the travelling time for a 10 Kilometres corridor has been reduced from approximately 25 minutes for uncoordinated control system to about 10 minutes for coordinated control system.en_US
