Item A framework for the acceptance process of district health information system for vertical health programmes: A case of TB, HIV/AIDS and Malaria Programmes in Tanzania(University of Dar es Salaam, 2014) Kiwanuka, AchillesThe Ministry of Health and Social Welfare of the United Republic of Tanzania endorsed District Health Information System (DHIS) as the software of choice for over seven years. However, up to date, this software has not been fully adopted by the vertical health programmes (VHPS). The main objective of this study was to analyse the acceptance process of DHIS by TB, HIV/AIDS and Malaria VHPs in order to design a frame work that can be used by VHPs to improve acceptance of this software. The study was carried out in the districts of Dar es Salaam region and at national level of the health system using a qualitative cross sectional design. Data were collected using observation, document review and in-depth interviews of district and national coordinators of TB, HIV/AIDS and Malaria VHPs. The collected data were analysed using content analysis method. Analysis showed that facilitating conditions for adoption of DHIS include: having a consensus on VHP indicators to include in DHIS existence of infrastructures such as the routine Health Information System (HIs), and having support from development partners. Challenges of acceptance process of DHIS include lack of funds inadequate human resource for HIS, and existence of separate monitoring and evaluation systems for the VHPs. The study recommends integrating DHIS to ward level, training and motivating human and motivating human resources for HIS, cascading DHIS to ward level, training and motivating human resource for HIS, and using the proposed attitude Adoption Acceptance (AAA) framework to guide DHIS acceptance by VHPs.
