    Factors hindering implementation of strategic planning among community secondary schools in singida rural district in Tanzania

    School strategic planning is a key to success of a school with regard to achievement of its vision, mission, goals and objectives. This study investigated the factors hindering the implementation of strategic planning among community secondary schools in Singida Rural District in Tanzania. The objectives of the study were to: (i) investigate the implementation of school strategic plans in community secondary schools; (ii) examine the contribution of strategic planning in the teaching and learning processes; (iii) investigate what factors hinder strategic planning implementation; and (iv) explore ways for improving strategic planning implementation. This study applied a mixed methods research approach. Data for the study were collected using interviews, questionnaires, focus group discussions and documentary review. Simple random, stratified and purposive sampling techniques were used to obtain participants. Qualitative data were subjected to content analysis whereas quantitative data were analysed manually. The study shows that community secondary schools in Singida Rural District had strategic plans, which, however were not properly implemented, hence limiting the benefits for the stakeholders. It was established that strategic plan preparation was a top-down approach, which hindered the implementation as the majority of stakeholders or implementers were not involved from the preparation to the decision-making. It was also established that most of the schools lacked adequate resources to implement their strategic plans, which showed that lack of resources adversely affected the implementation of strategic plans in schools. It emerged from the study that the schools had ineffective leadership and managerial skills, and lacked motivation for teachers, which had a negative effect on planning and implementation of plans in schools. This problem could be mitigated by equipping heads of schools and teachers with proper leadership and managerial skills. Stakeholders should also be involved in all education matters. The study recommends that school administrators should sensitize community members, stakeholders, teachers, local leaders on the importance of strategic plans and mobilize their support in the preparation and implementation of strategic plans. The study also urges the government to ensure that schools are supplied with enough resources on time and ensure that strategic plans are considered when determining the amount of money to be disbursed to each school. The study finally recommends that further research on a similar topic be conducted in other areas of Tanzania for comparative purposes.
