    An evaluation of performance appraisal practices and challenges in Tanzanian public secondary schools: a case of four selected secondary schools in Dar es Salaam City

    This research was conducted in partial fulfillment the requirements a Master Business Administration. The research was about ‘’an evaluation of performance appraisal practices and challenges in Tanzania public secondary schools: a case of four selected public secondary schools in Dar es Salaam City’’. This was an attempt to find out the PA practices and challenges that have led to poor performance of public secondary school teachers and hence poor quality of delivery of education services. The research philosophy applied was phenomenological approach. This approach is effective at bringing to the fore the experiences and perceptions of individuals from their own perspectives and therefore at challenging structural or normative assumptions. The research design used was descriptive design that is the best at determining the frequency with which something occurs. The research discovered that, Tanzania public secondary schools use closed PA practices, which applies basically traditional secretive approach of PA. Since these practices and approach are outdated and highly discouraged both by teachers and other stake holders the research discovered that open PA practices and modern developmental approach are the most appropriate and mostly desired by public secondary schools teachers. The research revealed that the government on its part had already recognized the weakness of these outdated practices and approaches and has started replacing them in some ministries. This research urge the government to put deliberate effort to ensure that these practices and approaches are installed in all government MDA’s to rescue the alleged ever-falling quality of public secondary schools education in Tanzania. The government should give priority to the ministry of Education and culture.
