    Development of a GIS application for electric emergency response: the case of Tanzania electric supply company limited (TANESCO)

    One of the most important criteria used to measure the quality of service in electric utility industry is the uninterrupted power supply to the customer. When service is interrupted in distribution systems, it reduces quality of service and can cause financial losses. Poor response to the electric emergencies can result into a disaster if not well performed. One of the reasons for poor response is the facility identification problem. Most of the facilities such as transformers, poles, and premises have no identifier and are not known exactly where they are and how to reach there. The main objective of this research was to develop a GIS application which will assist TANESCO to identify quickly areas reported to have problems. The methodology chosen followed the already tested and commonly used approach for Software Development Life Cycle, known as Waterfall and then interfaced with ArcGIS to generate geodatabase for Msasani area in Dar es Salaam Region. Drawing from interview and observation of electric emergency activities, a set of requirements that described data models namely, conceptual data model, logical data model, and physical data model was done. From the designed models, the Personal geodatabase was created through ArcGIS 9.2 software, and various testing were carried out via ArcMap. The result obtained was the developed GIS based database which can be used to keep track of facilities and their locations. Some of the challenges faced was spatial data availability. Enough time is needed for spatial and non-spatial data collection.
