    Citizens’ perspectives on ethical leadership for good governance in local government authorities: a case of Kinondoni municipality, Tanzania

    Ethical leadership for good governance is a concern in Local Government in Tanzania; despite the 1998 reforms, Tanzania still lacks good governance and sustainable socioeconomic development. However, little research on ethical leadership has focused on the Local Government, leaving a gap in literature. The main objective of this qualitative case study was to investigate citizens’ perspectives on ethical leadership and its ability to promote and sustain good governance in the local government authorities. Ethical theories of Deontology, Justice, Utilitarianism and Virtues Ethics comprised the theoretical frameworks of this study. The study employed a qualitative research design, whereas both secondary and primary data were used. A desk review was applied to get secondary data while interviews and focus group discussions were used as tools to collect primary data whereby 100 respondents were included in the study. The respondents were ordinary citizens, retirees from public administration and religious leaders. The study findings revealed that the major values of ethical leadership among local government officials include efficiency and effectiveness, rule of law and justice, qualification, listening to the people, discipline and respect at work place, concern for people, responsibility and participation. This is because they are basic elements in determining whether the leader is ethical or unethical, wrong or right in passing his or her decisions, and carrying out her or his day-to-day responsibilities. Also, the researcher found out that ethical leaders could sacrifice their self interest and personal agenda for the wellbeing of their followers. In addition, the findings revealed that local government officials at Kinondoni Municipality have questionable ethical values, as many respondents (80%) testified that officers seem to be corrupt and irresponsible. Overall, the researcher recommends that since the Kinondoni local government system is plagued by corruption, ethical leadership would be necessary to engender a system of reform to make ethics and good practice paramount for good governance outcomes. There should be total change of mind among the local government leaders to move from self interest to the common good. However, there should be total reformation of the administration system in Tanzania to eradicate corruption and abuse of power.
