(University of Dar es Salaam, 2010) Swai, Maryann Aloyce
Communication plays a fundamental role in the development of an area. This study investigated the effectiveness of modes of internal communication in Temeke Municipality in Dar es Salaam region. In particular; it sought to assess the factors that contribute to modes of internal communication in Temeke Municipal Council and show how the lack of such communication can be the source of failure in the same. To examine the extent to which Temeke Municipal council sees the importance of communication with the community at grassroots level. To identify the modes of internal communication with grassroots and their effectiveness. Also to determine the obstacles to effective communication with grassroots Therefore, the main objective of this study was to investigate role of modes of internal communication in Temeke municipal council and their relationship to development. The methodological approach used was interviews and focus group discussions for primary data-collection. Library sources, newspapers, periodicals and internet sources were used for secondary data. The main assumption and expectation was to find the part played by administration in the municipal council, and central and local government and political interference in internal communication. The study findings revealed that communication and information flow in the municipal council has not yet improved and thus there is a need for municipal officials to seek and demand information according to the constitution. Central government support for improvement in communication is still needed for the accurate, timely and free flow of information to the communities. Also, the study found that the key challenges to internal communication included the modes used to communicate to adult, youth and gender. On the basis of these findings, it is recommended that the municipal council administration should evaluate the performance of its modes of internal communication. This to ensure that they work according to the constitution for the benefit of Temeke Municipal Council and the citizens.
