    Assessment of the effectiveness of capitation grant on improving public primary education a case of Dar es Salaam municipalities

    This study provides an assessment of the effectiveness of the Capitation Grant on improving the quality and equitability of public primary education at three (3) Municipal Councils of Dar esSaalam. It also provides the empirical platform for assessing the level of effectiveness of the capitation grant reached to the enhancement of good teaching and learning environment for pupils in Dar es Salaam Municipalities of Temeke, Ilala and Kinondoni. A study was conducted by collecting opinions from Head teachers, school committee members, Municipal Education Officers, selected local authorities and some other primary education stakeholders. The survey had 48 respondents from all the 3 Dar es Salaam Municipal councils involving 9 primary schools, from which 3 primary schools were selected from each Municipality. The findings revealed that, the capitation grant policy is still in progress and therefore it needs more support from the government to allocate more money to schools and in good time. Thus, the ability of this policy to enhance quality education requires a meaningful amount of money and in a timely manner. The paper argues that, the capitation grant policy would be a better solution for providing the opportunity to quality education and increase enrolment as much as it could be implemented accordingly. It is therefore recommended that, due to the significance of the policy, the government should direct strong commitments on mobilising funds from different sources so as to compensate all funds lost in the schools due to initiation of capitation grant, and on the other hand politics should not outweigh issues of national interest.
