    An investigation of property and business formalization programme (MKURABITA) and its implication in poverty reduction in Tanzania:a case of Bagamoyo District

    The undersigned certify that he has read and hereby recommend for acceptance This study sought to investigate PBFP and its implications in poverty reduction among land owners whose land was surveyed for formalization since 2008 in Bagamoyo district. Specifically, the study intended to assess the forms and extent of formalization conducted by PBFP among the poor, to assess the effects of PBFP on poverty reduction among the poor, to identify the challenges in implementing PBFP, to recommend ways and means through which PBFP could be better enhanced and improved to support poverty reduction.Cross sectional research design was employed in the study. Questionnaire containing both open and closed ended questions were administered to 80 land owners whose land was surveyed for formalisation process since 2008. An in-depth interview was conducted with 20 key informants from Bagamoyo district and PBFP Headquarters in Dar es Salaam. Documentary review provided theoretical and empirical literature to cross-check and scrutinise the data. Interpretation and presentation of data was accomplished through descriptive and quantitative statistics. The study established that for 10 years of its inception and 6 years of its implementation in Fukayosi, Msinune and Msoga villages in Bagamoyo district , PBFP has issued only 13 CROs to 13 land owners (16%), 67 respondents (84%) have not yet received their CROs. However, 20% of respondents (7 with and 9 without CROs) claimed that PBFP has a positive impact on poverty reduction at their family level, pointing to increase of value of their surveyed land which enabled them to sell their piece of land at relatively high price and invest the obtained money in agriculture, education for their children, health service and improving their house conditions. The study revealed that; shortage of funds and human resources, less priority given to PBFP activities by politician and other government officials, inadequate stakeholders involvement, poor technology in implementing the programme, inadequate monitoring and evaluation are the main challenges which lead to delay of CROs and hence delay in realizing the goal of reducing poverty. The study, therefore, recommends that to help land owners PBFP should ensure that CROs are issued on time, appropriate institutional arrangements for community participation and capacity building of stakeholders are in place and that farmers should be helped to increase production and improve market for their products.
