    Assessing the effectiveness of open performance review and appraisal system (OPRAS) in Tanzania secondary and primary schools: a case of Mkuranga district council (MDC)

    Many countries all over the world both developed and developing have been struggling to restructure and reform their public services since the past two decades with the aim of improving public services such as education, medication and infrastructures (Minongue, 2001). Like other developing countries, Tanzania has been undergoing several public service reform initiatives aiming at increasing performance for better public service delivery. Civil Service Reform Program (CSRP) was introduced by the early 1990s so as to encounter such challenges. By the late 1990s, it was realized that CSRP implementation was facing a lot of limitations (Bana, 2009) which results to poor public services. The government introduced public service reform program (PSRP) in 2000 to improve Ministries, Departments and Agencies (MDAs) service delivery and regulatory functions. PSRP Phase I, involves the installation of Performance Management Systems (PMS) in all Ministries, Departments and Agencies; Regions and Local Government Authorities. In the course of implementing PMS, the Open Performance Review and Appraisal System (OPRAS) has been introduced in all MDAs, Regional Secretariats and LGAs as an essential tool for promoting more effective utilization of human resource (URT, 2005). This study intends to assess the effectiveness of OPRAS in secondary and primary schools. The study had been conducted in Mkuranga district council since it is among of districts with poor academic performance despite the introduction of OPRAS. The researcher has applied Qualitative research in order to obtain an in-depth data about the factors that limit the effectiveness of OPRAS
