Item School administration vis avis school physical facilities in government and private secondary schools in Mwanza municipality(University of Dar es Salaam, 1993) Sayi, Laetitia EmmanuelThe purpose of this study was to examine the effect of physical facilities on school administration and determine how school heads carried their administrative tasks with inadequate school facilities. Six research tasks guided the study. They included how heads of schools tackled pupils' problems, administered staff personnel, maintained school-community relations, accomplished the task of curriculum and instruction, managed their schools with adequate/inadequate physical facilities and also looked into other factors which impeded heads of schools in accomplishing their tasks. Data was collected from ten Mwanza Municipality schools using documentary guide, questionnaire, interview schedule, checklists and observation schedule. The data collected was subjected to simple statistical and qualitative analysis.The major findings of the study were: a) all sampled schools except Nyegezi faced shortages of medicine, food, library, recreation and transport facilities.This resulted in rearranging the school timetable and allowing students to follow services outside the school. This had a negative effect on learning time, discipline and cleanliness of the schools' environment which in turn posed hardship to school heads on student administration.b) Schools had inadequate staff quarters, health facilities and transport. This forced teachers to share houses, reside far from school, travel long distances on foot, fail to prepare lessons and mark students' work timely. Effects to minimize these problems caused further problems of re-scheduling of school routine and timetable. c) Some school facilities which were used by the surrounding community were destroyed and schools were forced to make regular maintenance. Furthermore, school-community interactions were responsible for some of the unwanted values which increased the burden of school administration. d) Most schools had inadequate teaching-learning materials and facilities. The shortage was associated with enrollment expansion against the expansion of school facilities. This constrained the teaching-learning process in several ways. e) Managerial problems which resulted from inadequate facilities included fights and quarrels among pupils, teachers not accomplishing their duties and failure to attract competent teachers. f) Other factors which impeded heads of schools in accomplishing their tasks included inadequate funds and lack of effective management structure at the Ministry of Education and Culture (MEC). The study recommended a set of remedial measures to be taken in solving the glaring problems.
