The purpose of the study was to investigate secondary school students and teachers attitudes towards PE in Dar es Salaam region. The study sought to achieve three specific objectives: assessing secondary school students and teachers observed attitude towards PE, exploring factors influencing students’ attitude towards PE and examining strategies for fostering positive attitude among students and teachers towards PE in secondary schools. The study sample was 198 respondents categorized into PE teachers; Students and Schools academics teachers. The research instruments used were questionnaire, interview schedule, observation and documentary review. The findings revealed that, most of students and teachers have negative attitudes towards PE as a subject. The study further revealed that there are several factors which influence students and teachers negative attitudes towards PE, namely; inadequate human resource, misuse of qualified human resource, obsolete and limited supply of PE facilities and equipment, inadequate time resources, parents and peer influence when it entails subject choices. The study also found that in order to foster students and teachers positive attitude towards PE as a subject there was a need to: have qualified and enough PE teachers and make the subject compulsory, provide enough teaching and learning materials to all schools and PE teachers should attend classes for effective teaching and learning. Hence, the study concluded that, secondary school students and teachers had negatives attitude towards PE as a result of interwoven factors and negatively has hindered teaching and learning of PE as a subject. It was hence recommended that, to ensure that PE is taught and examined as an independent subject in Certificate of Secondary Education Examination (CSEE), introducing the subject combination at advanced level (ACSEE) for continuity and motive to positive attitude towards the subject, provision of a special programme for training more qualified PE teachers and the Ministry responsible for secondary education should select and establish few O -level secondary schools that will include PE as compulsory subject. In addition to that, for conducive teaching and learning environment the selected schools should be well equipped for better PE results. Finally PE teachers should be given their speciality to teach, reliable resources for better reliable resources perfection.
