    Community participation for secure tenure to Land occupiers: cases from Informal Settlements in Dar es Salaam City, Tanzania

    The study sought to examine why the potential of Community Participation (CP) is not used in Land Regularisation (LR) in Tanzania, and to establish how CP in Land Regularisation process could be enhanced for land occupiers’ involvement in acquisition of secure land tenure. A case study methodology was deployed focusing on two informal settlements which have recently undergone LR under CP. Qualitative and quantitative data were collected from both primary and secondary data sources. Both random and non random procedures were used to sample respondents. The use of one or both sampling procedures was depending on the need to get appropriate sample from sample frame at a particular stage of the study process. The study found that the government has not been able to adequately support the regularisation of informal settlements. Public resources are highly constrained and the capacity of the urban planning system to deliver planned and serviced land for housing are far behind the demand, leading to the proliferation of more than 100 extensive areas of informal and unplanned settlements in Dar es Salaam City, with over 80% of Dar es Salaam residents living without secure land tenure. The interventions in informal settlements were also found to have been based on top-down approaches by the government with limited or no involvement of other stakeholders such as land owners/occupiers to contribute resources to LR to achieve secure tenure. The effect has been that land occupiers increasingly live in squalid environment and lack land titles. The study at Ali Maua “A” and Ubungo Darajani Settlements leads to the conclusion that the problem of informal settlements is complex and needs urgent attention and the capacities of institutions to address it must be strengthened. Suggestions have been made for addressing the problem through CP in the processes of Land Regularisation. It is recommended that appropriate institutional arrangements for CP and capacity building of stakeholders are the cornerstone of a successful LR, where the MLHHSD, Municipalities, Institutions and settlement communities work together as partners
