    Modeling logical framework approach for performance monitoring and evaluation of rural roads projects in Tanzania : case study of Bagamoyo –Msata Road

    Tanzania, most Road Project ratings are not providing implementation units and stakeholders with adequate feedback about progress toward achieving the original objectives. Scientific approach towards Project Management is not practiced and hence Monitoring and Evaluation (M&E) of the performance against programme are largely lacking. This study has identified the Logical Framework Approach (LFA) as a possible model for performance M&E of rural road infrastructure projects in Tanzania. The use of this model has been demonstrated through a project case study of the rehabilitated Bagamoyo - Msata Road in Coast Region. This study has assessed the project performance by reviewing problems, objectives, and strategy and the logical relationship between project activities, results, purpose and objectives. Detailed evaluation was limited to only two verifiable performance indicators namely, socio¬ economic development and improved communication link. These were evaluated using a Logical Framework Matrix (LFM) in order to verify accomplishment with respect to inputs, outputs, purpose, as compared to the original goal of the project. The LFM evaluation indicated that the rehabilitated road has significantly improved socio-economy and communication linkage of the target communities, at least in the short term. In view of the fact that the study was limited to only two indicators, there is a need to widen and develop road sector-specific indicators to help define project objectives more narrowly and thus derive logical measures of project outcomes and impact in order to measure achievements of project objectives.
