    The identification of weaknesses in implementation of EIA in the Tanzanian industrial sector
    (University of Dar es salaam, 2010) Nyihirani, Fatuma
    This study was conducted to identify weaknesses in the implementation of Environmental Impact Assessment (EIA) in industrial sector in Dar es Salaam Region. The study involved 5 industries with EIA Certificates, NEMC, Ilala and Temeke Municipals, Kipawa, Kursini and Kigamboni Wards, Environmental Consulting firms, Based on the field work; institutional strength and weaknesses, awareness of industrial workers and resources allocation in implementation of the EIA were specifically studied by assessing compliance to EIA through Review of EIA report, site observation, interview and administration of questionnaires. The study findings revealed that the compliance to EIA by industries is still not satisfactory. This is due to; lack of institutionalization of environmental units and environmental officers in industries, poor status of industrial environmental policy, poor institutional coordination and low capacity to implement EIA. Also, inadequate annual environmental audit by the industries, inefficient follow ups by responsible authorities, low awareness of existence of EMP and inadequate resources allocation. The study findings revealed that EIA process is not fully functional in Tanzania and therefore the following recommendations were made: Industries should establish environmental units and employ environmental officers to oversee implementation of EMP. Also, NEMC should build capacity of their employees to implement EIA, conduct annual environmental audits, follow ups and regular monitoring to industries. In addition, the government should strengthen institutional coordination in implementing EIA; and real resources allocation for implementation of EIA
