    Assessment on the district rural development programme (DRDP) initiatives to improve quality of primary education: a case study of Kahama district.

    The purpose of the study was to find out why decentralization of authority to the local government was not working. Specifically the study investigated on the problems surrounding the DRDP intervention, to the extent of having no impact in terms of performance. Moreover, the study was intended to find out where the problem was in DRDP interventions to the extent there were not causing significant changes in the quality of education. The study also examined the schools were operating during DRDP implementation. Main findings of the study reveal that although the targeted population needs were diagnosed in the District Education Plan, implementation factors affecting quality of education were marginalised. The findings also show that the teaching learning environment of schools improved but did not bring any positive impact on school performance in Primary School Leaving Examination and teachers' expertise. The findings further indicate that some schools were doing better than others because of teachers' devotion to teaching, effective supervision and monitoring of academic activities in schools. However such a pattern is not because of DRDP intervention. In light of the study findings and conclusion, it is recommended that District councils have to find solutions to the problems that tend to demoralise teachers; school inspection and accountability in the teaching professional. DRDP programmes should be integrated with other programmes for improvement of primary education quality; disadvantaged communities and schools in remote areas should be the top priority and maintenance culture of school buildings should be instilled in order to sustain the achievements attained.
