    Management and functioning of school inspectorate department: the case of Dar es Salaam Zone

    The purpose of the study was to investigate the management and functioning of school inspectorate department in Dar es Salaam Zone. Four research questions based on the relationship between management and school inspectors, motivation on school inspector’s performance, recruiting processes of school inspectors’, shortage of physical and fiscal resources guided the study. Qualitative method was used in this study. Quantitative methods were also applied wherever it was deemed necessary. The sample of the study comprised one hundred thirty two respondents namely: three district chief inspector of schools, thirty primary school inspectors, ninenty primary school teachers and nine support staff. The instruments used for data collection were interviews, focus group discussion, observation, and documentary review. Qualitative data was subjected to content analysis. The raw data was organized into manageable units. Then they were synthesized and identified in the general patterns by grouping the data in a meaningful manner. Thematic analysis was carried out by designing detailed description of various phenomena using codind and themes categorization. Quantitative data was also analysed in frequencies and percentages and presented in a tabular form.The study revealed that the input into the school inspectorate department was not adequate for the organ of quality control to function effectively. It was concluded that to enhance the management and inspectors good relationship, commitment is needed to managers and their subordinates to permit a high degree of workers involvement. The study recommends that there has to be a cordial relationship at the work place between the Ministry of Education and Vocational Training, Management and School inspectors. School inspectors need to be properly motivated by being provided with conducive working environment as these ensure high performance. More inspectors have to be recruited to improve on the number of inspectors available in the Dar es Salaam Inspectorate Zone. The government funds should reach the School Inspectorate Offices at the beginning of each financial year to enable school inspectors to plan in advance.
