    Cost and time overrun on central government building construction projects in Tanzania (2000-2010)

    In Tanzania, demand for public buildings is ever increasing and the construction of public buildings to meet the demand is expanding. However, many projects suffer very serious problem of inability to be completed on budget and schedule. Taking into account the scarce financial resources of the country this situation is alarming and ways should be sought to alleviate the situation. In due regard, this research was carried out so as to analyze performance of public funded government buildings in Tanzania with respect to cost and time overruns during construction stage. Questionnaire was used to collect data from contractors, consultants and government ministries (clients). Desk study was used to collect data of five completed projects. Data collected were analyzed using both descriptive and inferential statistics. Results revealed that government building construction projects in Tanzania experience cost and time overruns at an average of 44% and 47% respectively. The following ten factors were found to significantly contribute to both cost and time overrun: Additional works, variation orders, payment delays, deficiencies in contract documents, and lack of project management skills. Others included slow decision making by client and consultant, financial difficulties, mistakes in designs, lack of experience of site location and inadequate contractor`s experience and capability. To a large extent these factors have been attributed to clients and consultants and to lesser extent to contractors. The study provided several recommendations as outlined in section 5.3 of this dissertation.
