    Examining school factors fostering ict creative behavior in Dar es Salaam primary school

    This study examined school factors fostering ICT creative behaviour and skills in public primary schools in Dar es Salaam region. The study was guided by four research objectives: to analyse the context in which teachers develop pupils’ creative behavior in ICT programme for primary schools; to assess the required ICT curriculum inputs to effect the quality teaching of creative behaviour to pupils; to examine methods that teachers use in the processes of teaching ICT programme to induce creative skills to pupils in primary schools; and to examine behaviours that exhibit creative computer literacy skills acquisition in using ICT at primary school level. The study used qualitative approach with triangulation of some quantitative techniques and employed descriptive study design. It had a total of 81 respondents selected using purposive and simple random sampling techniques. Data were collected using semi-structured interview, focus group discussion, observations and documentary review and were analysed through content analysis techniques. Findings revealed that, though the Educational Policy (URT, 1995) and the primary school ICT syllabus (2005) formulated specific objectives for creative dimension, pupils were less provided with ICT creative skills in public primary schools. The study also revealed that poor classroom physical set-up, inadequacy of physical and fiscal resources required for ICT subject, lack of orientations in equipping pupils with ICT creative skills, low involvement of pupils in ICT related activities are barriers to development of pupils’ creative abilities in primary schools. For children to grow creatively, it is concluded that there is a need to change the current orientation in which teachers still prescribe to learners what they should learn “the banking system”. The study recommends that the government through the Ministry of Education and Vocational Training need to allocate enough funds for buying resources required for teachers to effectively foster ICT creative skills in pupils, without which the effective implementation of primary education objectives will not be attained.
