    Performance measurement framework for road construction projects in Tanzania

    The main objective of this research was to develop a framework for measuring the success of road projects in Tanzania. In order to develop the framework, first indicators for measuring as well as factors influencing the success of road projects were established through both literature review and filed survey. Secondly, the process to be adopted in measuring performance of road projects was established. Finally, the enabling conditions for measuring performance of road construction were also established. Field survey involved collection of data through the use of questionnaires. Respondents included TANROADS regional managers and engineers, LGAs engineers, road contractors and consultants. The study concludes that the indicators to be adopted in measuring project performance should include project schedule, project value for money, client satisfaction, project budget and project design specifications. The study also concludes that the factors influencing success of road projects include level and nature of technical and managerial competence of project manager, level of client involvement, and nature of construction equipment, and level and nature of variations brought in by the client. The study recommends that the Government through ERB and Construction Council of Tanzania should offer profession development programmes to contractors and consultants in areas of road project management and road construction. Finally, the study recommends that road project clients and consultants should minimize project design changes once projects are under implementation phase.
