An analysis of performance of regulatory boards in Tanzania construction industry: the case of AQRB, ERB & CRB.
(University of Dar es Salaam, 2011) Ng'walla, Joseph Kishiwa
For more than a decade now, regulatory boards have been regulating the country's construction industry, but in recent times, there has been an outcry from the public that some of these boards do not effectively perform their responsibilities. However there are many reasons as to why this has happened or is happening. Previous studies in an attempt to arrest the situation, have analysed the problems of construction industries growth in various nations including Tanzania but this study aims into analysing only those factors that have been affecting the regulatory bodies in Tanzania and suggest improvement strategies to enable regulatory bodies fully function and bring the desired impact on the development of our country's construction industry. Two principal methods of data collection were used in the data collection; these were documentation reviews and questionnaires. Ninety construction industry stakeholders were requested to provide information out of which sixty four responded or about 71% of the total number of questionnaires sent out. The study identified twenty three factors out of which five were the most influential factors. Besides, twenty six strategies for predominance improvement of regulatory boards were also identified. The most influential factors identified are: Misconduct in project acquisition; Corruption in construction projects; Co-ordination of planning, management, and control of public projects by public organizations; Shortage of staff at architects and quantity surveyors registration board and overdependence on donor funding for infrastructure projects. Basing on these findings, implementation matrix for the most influential factors has been developed.
