    User perception about e-government services development in Tanzania: the case Study of Higher Education Students Loans Board

    E-government innovations are at central importance to the public sector. Yet it faces challenges during adoption especially in third world countries like Tanzania where new management concepts need to be implemented. This research was conducted at University of Dar-es -Salaam and DUCE in Dar-es-Salaam region for students who obtain loans from HESLB as a case study. The main objective of this study was to examine user perception about e-government service development in Tanzania. Specifically the study focused to examine relationship between the e-government service development and perceived ease access, reliability and perceived trust respectively. The study adopted a quantitative research approach; the case study strategy was employed as well as research primary sources in carrying out the analysis. By using questionnaire the research targeted 150 respondents from the field. However, 140 respondents of targeted response was achieved. The software package for statistical Science (SPSS) was applied to perform data analysis, with a multiple regression model for hypothesis testing. Findings from the study revealed that reliability has a significant relationship in influencing e-government service development. It was concluded that reliability of websites and information attract the attention of e-government service development as an important factor to users in the public sector. Its implication need policy makers to make sure that in any policy made it should embody reliability in its practices.
