    Modeling data flow to enforce data consistency among government sectors: a case study of human resource information systems in Tanzania

    The use of ICT has been adopted by most government MDA. However, the independent implementation and use of ICT tools in managing HR records has much contributed to inconsistency of the same falling in more than one MDA. This dissertation focused specifically on establishing environment for consistency assurance of HR records among government MDA. The employed qualitative research techniques in which three organizations from Tanzania, each with HR information systems were involved. Data were collected through in-depth interviews, semi structured questionnaire, participants’ observation, document analysis, and software prototyping. The interview involved administrative and non-administrative persons, both technical and non-technical employees. The study showed that, there is a possibility of attaining data consistency among MDA by establishing data sharing or reuse policy. The practical implementation of data sharing required establishment of (modeling) data flow among MDA with same domain of employees. The waterfall model of software development and software reuse technique based on component assembly model were adopted. The flow reuses the existing infrastructures and retention of power over data requirement to each MDA. Since the study has not covered every aspects, the study recommends that further studies be conducted on quantitative evaluation, establishment of standard HR data elements and establishment of data sharing code of practice
