    Assessment of factors influencing value for money in procurement of specialized equipment in public sectors in Tanzania

    This dissertation assessed factors influencing value for money in procurement of specialized equipment in public sectors in Tanzania. The main objective of the study is to assess procurement procedures as stipulated in Public Procurement Act (PPA) of 2004, regulated by Public Procurement Regulatory Authority, (2005) for specialized equipment. The study will focus in various ways of obtaining row data from various sources, analyze, discuss and recommend the best practice procedures to acquire specialized equipment. The study was designed in a way that conditions for collection and analysis of data was in a manner that aims to combine relevance to research purpose with economy in procedure. The study involved coverage of respondents and a better concentration because the research involved weights and ranks of factors. The case study was chosen to be the best research strategy. The research was based on readily available information and attempted to draw conclusion from such information. Information was collected from various sources through desk studies, questionnaires, observations and key informant interviews. These cases were selected due to the fact that they are information rich. The research involved documentary reviews on research themes, interviews with consultants, clients and decision makers and observations on procurement operations. Research questionnaire was designed and distributed to various public institutions in Dar es Salaam, Coast Region and Zanzibar. Data were gathered from direct observation of procurement procedures and documented processes at different public institutions. Interviews were conducted on selected practitioners and clients.The research developed a model showing the relationship between tender process management, contract management, governance in procurement management, specialized equipment technical capacity, compliance to green procurement and value for money. Key findings are lack of training to procurement personnel, corruption, timeless deliveries, poor quality, poor specification and documentation in procurement. Finally, recommendations and conclusions were drawn based on results from the study.
