    The role of NGOs in provision of out-of-school basic education in Dar es Salaam

    The purpose of this study was to investigate the role of NGOs in provision of out-of-school education in all centres that conducted the programme in Dar es Salaam. The study investigated children's context prior enrolment, the extent to which NGOs have reduced the number of out-of-school children, sources of human and material resources, subjects taught, coordination between MoEC and other institutions, and products of the programmes offered. Literature review covered the provision of out-of-school education at global and national contexts, strategies of NGOs, linkages of NGOs, resources, and advantages and disadvantages of NGOs. The review revealed that poor households income caused out-of-school children. Qualitative approach was used to direct the study. The sample comprised of 93 respondents who included the MoEC officials, DEOs, NGO coordinators, facilitators, and out-of-school children. Data were collected through semistructured interviews, focus group discussions and review of documents. Findings of the study revealed that children fled to urban areas like Dar es Salaam and risked their lives on the street. Later, NGOs rescued some of them and provided with out-of-school education. However, some centres lacked funds for instructional materials and trained facilitators. It was recommended that the government and NGOs should set measures to reduce poverty and educate children from grassroot level by involving parents in self-help income generate activities. It is suggested that similar studies and evaluation on how children perceive NGO programmes be conducted in other parts of the country for coherent data on out-of-school education.
