Item Introduction and expansion of small holder cotton in Kasulu(University of Dar es Salaam, 1976) Mwanansao, Evarist Casian EngelIn modern times where subsistence economics are always linked with cash economics, peasants cannot help but think in terms of prices and how best to maximise and/or stabilize farm incomes, The problem of maximising and stabilising farmers income does not concern the farmers alone but more so the nation particularly when the nation like Tanzania depends mainly on small holder agriculture for its economic growth and foreign exchange earnings. Accordingly the study is organized under five chapters, Chapter 1 deals with the scope, objectives and conceptual framework and methodology in an attempt to grasp the major forces and developmental policies now being undertaken in Kasulu District to stimulate socioeconomic development in the area so as to try to maximise and stabilise farmers income through intensified cotton production. Chapter 2 gives the geographical description to enable the reader to have an idea of the general background of the area under study, It also sketches the farming system that existed prior to Operation Kigoma (i,e, Settlement programme of people from their former scattered homesteads to planned villages - Ujamaa Villages or Cooperative Village), and its effects on the socio-economic development of the inhabitants of Kasulu. Chapter 3 attempts at length to provide information as regards the development and present status of cotton cultivation in the district. Firstly it dwells into the past only because otherwise it would be impossible to understand how the present came into being. Economic analysis only makes sense and can bear fruit if it is joined to a study of historical development. After all the relevance of the questions that a particular theory tries to answer can only be judged in the light of events in the past. Only key factors have been selected in the belief that t they are of paramount significance in influencing cotton production in the district. Chapter 4 looks at the prospects of cotton production particularly by examining the measures or courses of action that the party and Government have initiated affecting the key variables so as to stimulate small holder cotton production as existing material constraint and those to be provided to the farmers permit. Chapter 5 considers policy implications. It conveys some ideas of the practical issues which should preoccupy those concerned with policy formulations in the developing of a people and in designing of future strategies that are to be undertaken to help quicken the pace of developing commercial farming in the district.
