    Prediction plots model for urban plots requirements: case of Mafinga town Tanzania

    Despite the increase in urban dwellers, provision of surveyed and serviced plots for new urbanization, has been a problem due to scarcity of plots caused by insufficient funds. To address the problem, the Central Government in June 2008, advised Local Authorities in Tanzania, to take out loans from financial institutions to supplement the inadequate funds. The advice called for establishment of the total cost of the project through identification of the resources required in accomplishing the project; an undertaking made possible only through a well established the number of plots to be surveyed. Two models: one developed from multiple linear regression analysis and the other from Holt’s forecasting techniques based on the historical data and causal factors collected by this study in Mafinga town in Iringa region, were developed. A comparative evaluation of the performance of the two models, confirmed a model developed from Holt’s techniques to be stable and more accurate for plot requirements prediction than the one developed from multiple linear regression analysis. Basing on this study, it is hereby recommended that, a prediction model developed from Holt’s techniques is a viable tool, suitable for plot requirements prediction.
