    Public policy implementation in Tanzania: a case of the national strategy for growth and reduction of poverty

    This study was conducted to investigate the public policy implementation process in the Tanzania context with reference to the national strategy for growth and reduction of poverty (NSGRP). The specific objectives of the study were to examine the way plans and priorities of sector ministries are aligned to the NSGRP to assess the effectiveness of strategies and indication for joint planning and programming in order to achieve NSGRP goals, and to identify the effectiveness institutional mechanism that oversee the sector collaborations within NSGRP framework and priorities. Government ministries were area of focus. In this regard, the study was conducted in Dar es Salaam and Dodoma using a case study design. Findings of the research revealed that many strategies plans and sector policies were not reviewed at the time when ministries were required to do so. Also the concept of cross-sector collaboration, inter-linkages and synergies in implementing NSGRP had remained technocratic and presumptuous. With little impact on the vast majority of implementers. Furthermore, under cress-sector collaboration arrangement, there was no observable institutional mechanism to oversee the process. Instead, responsibilities of leading sectors were executed under the dialogue structure arrangement. Basing on these findings, recommendations and areas for future research were being proposed.
