    Challenges and obstacles of community service order as an alternative sentence in Tanzania: case study of Dar es salaam and Mbeya pilot regions

    This research is about Challenges and Obstacles of Community Service Orders as an Alternative Sentencing in Tanzania: Case Study of Dar es Salaam and Mbeya Pilot Regions. It is divided into five chapters: The first Chapter introduces the background of the problem and the development of Community Service Order in Tanzania Mainland. This Chapter includes the background and reasons that leading to the introduction of Community Service Order in Tanzania. The Chapter gives a statement of the problem, literature review, significance and purpose of the study, hypothesis and the research methodology. Chapter two is on the community service legal framework. While in Chapter three the researcher looks at the structure and organization of Community Service Order in Tanzania. In Chapter four the actual interviews with various stakeholders in the implementation of Community Service Order are explored. The finding of the research indicates that there are a lot of challenges and obstacles towards the operation of this programme.. These include negative attitudes, financial constraints, few and unqualified personnel to name just a few. The community service programme is not completely ignored by both the government and other key stakeholders. Chapter five provides conclusion and recommendations. The study has discovered that the implementation of community service orders whether in Mbeya or Dar es Salaam experience many and similar challenges and obstacles. The study recommends different actions to be taken in order to allow a smooth operation of the programme.
