    Assessment of challenges that facing clearing and forwarding agents in the process of clearing consignments: a case of Dar es Salaam Port Authority

    The study assessed challenges facing clearing and forwarding agents in the process of clearing consignments at the Dar es Salaam Port Authority. The main objective of the study was to identify key challenges that facing clearing and forwarding agencies at Dar es Salaam port, specific objectives included to examine the system of clearing consignment at Dar es Salaam port , to assess whether or not there was weakness in the system of clearing Consignments at the port of Dar es Salaam, to suggest the means for overcoming the challenges that will help Port of Dar es salaam to improve efficiency in delivering services to customers and to examine the economic effects resulting from delaying clearing consignments at the port. The research design used was case study strategy whereby a single unit was selected. Data collection methods include interviews, questionnaires, observation and documentary review. Findings revealed that, the time associated with lodging hard copy manifests and inputting details to ASYCUDA exceeded accepted international standards. It was also found that lodgment to goods release is not efficient. The study concluded that TPA should look towards emerging economies and development of their ports and infrastructure. TPA should take measures such as separating regulator and operator functions, investment and cooperation, mergers and acquisitions, branding and marketing, development and so forth, to become a brand known within the region Equipment with high productivity should be acquired.
