(University of Dar es Salaam, 2013) Mwaipaja, Festo Mwasambili
This research was about ascertaining the market competition practices in the sector of clearing and forwarding in Tanzania. The specific concentration of the study was on the anti-competitive practices and factors determining competition in the sector. Ten cases were studied from Dar es Salaam region. At least one interviewee was drawn from each case on judgmental and convenience basis. Interviews, observations and documentary reviews were used as tools for data collection. The data collected was analyzed qualitatively. The findings revealed that, the market for clearing and forwarding is monopolistically competitive .Some anti-competitive signs such as vested parties engage in the business of clearing and forwarding, big importers collude with clearing agencies, vertical integration practices were noted. Also revealed time, network, ownership, trustfulness and ability to avoid tax determine the market of clearing and forwarding. This study recommends that, Fair Competition Commission needs to do intensive study on the competition practice in the sector of clearing and forwarding. The study also recommends that higher learning institution should introduce a course in clearing and forwarding starting from the first degree level. The study further recommends to TRA to review its licensing and monitoring system to clearing agencies as the study noted some agents to abuse their licenses. Government agencies like FCC, TFDA, and TBS should have offices near the port in order to enable smooth working environment with other stake holders.
